President Vladimir Putin wants to put Russia's waste disposal into the hands of an operator. A corresponding decree has already been signed. For this purpose, the company "Russian Ecological Operator" is to be established in the form of a public-private partnership (PPP).

The company’s headquarters should be established in Moscow, the founder functions will be transferred to the Ministry of the Environment, reports RBK. The Supervisory Board will include Deputy Prime Minister and Finance Minister Anton Siluanov, Environment Minister Dmitry Kobylkin, Construction Minister Vladimir Yakushev and Industry Minister Denis Manturov. The operator will deal with state waste management programmes, attract investors for waste management projects and be responsible for waste collection and monitoring. According to the government, there are already candidates for the post of the Head of PPP. "These are people from different fields. I want the company to be a creative body, because the waste reform is very interesting and affects almost all sections of the population," said Environment Minister Kobylkin. Russia produces about 70 million tons of solid municipal waste annually, of which only about five million tons are recycled. By 2024, the recycling share is expected to rise to 25 million tonnes. According to the Environment Ministry, this will require at least 130 waste treatment plants.
